Job Summary
The University of Michigan-Dearborn seeks an energetic, innovative, service-oriented and collaborative professional to serve as the Budget Analyst for the Mardigian Library. Reporting into the Director, this position oversees all budget and related human resources responsibilities for the Mardigian Library. This position manages the library budget including grant and gift funding, expense processes, reporting and internal controls, and related human resources functions.

Responsibilities*
Reconciles all library accounts including grant and gift funds on a monthly basis
Monitors all expenses (salaries, operations, departmental, gift, grant)
Makes P-card (purchasing card) purchases for departments and reconciles monthly any charges that are incurred
Maintains library budget and financial files and supporting documentation
Processes invoices for approved purchases in the university?s internal financial system and other external systems
Works with committees (for example, Open Education Committee, Student Undergraduate Research Experience, etc) on budget and grant funding administration
Processes journal entries for funds or expenses that require interdepartmental transfer
Partners with Director and Associate Director on internal library budget planning and fiscal reporting
Advises library staff and campus partners on financial matters, while ensuring available resources properly align with short term and long time strategic goals
Oversees library internal controls and prepares annual review/ gap analysis reports for the approval of the Director
Perform financial forecasting for departmental budgets, including development of budget projections
Posts all temporary job positions and student job positions (request student job posting be added to the UM-jobs website)
Processes documentation for personnel change approvals (budget clearance forms) which is used for hiring new staff, promotions, increase in salary and must be routed to appropriate departments for approval
Processes department PARs (personnel action requests) including salary changes, student terminations, change in supervisor, change in working title and tuition support
Required Qualifications*
Bachelor's degree in Business Administration, Accounting or a related field
Minimum three (3) to five (5) years of work experience in managing complex budgets, procurement and travel
Proficient computer skills including expertise with Microsoft Office suite, Google tools, Expense Management & AP Software (eg: Emburse Enterprise), and Enterprise Resource Planning (ERP) software (eg: PeopleSoft)
Excellent communication skills, with the ability to receive and convey information clearly and concisely for various mediums
Solid interpersonal and organizational skills, and the ability to work effectively with diverse groups
Ability to demonstrate a high degree of confidentiality and discretion
Demonstrated problem solving and critical thinking and analytical skills
Exceptional attention to detail and timely follow-through on assignments
Demonstrated ability to work well under time constraints and meet deadlines
Demonstrated ability to multi-task and work independently with minimal supervision and maximum collaboration in a team environment.
