For a junior in High School, if you got a letter and were nominated for recognition for The Who's Who Registry of Academic Excellence High School edition, what would you do? What is this? It says it's free for inclusion in the book and that the recipient will be eligible for the Student Scholarship Foundation.

The Who's Who Registry of Academic Excellence is a scam. It is not an honor and you will definitely waste time and money if you get involved with them. They just purchased a mailing list and sent out the letter to everybody.
