President Obama has promised to create a program that offers financial aid to students who have performed certain amount of service hours in their community.
When will that money be available?

Well. That program has not yet been created. Do not take seriously on the president's promises. Most of time, it is just a promise.
Even if the president is willing to do it, it is the congress who has to create such a program and allocate the funding, not the president.

I agree too. Most of the time, the President will propose a lot of different bills and suggestions and they do not get passed in either one of the House. Even the bill passes both Houses, it will still be a period of time before it gets implemented and most of the time these bills are in place to see the benefits in the long run. So, it may be a positive thing that the bill get pass, but we may not see the benefits until later time.
