Do you need to take the GRE if you are planning on taking the LSAT for Master of Law and along the way, take Master of Public Policy ?

I think this is one of the few where the school will have an exception where the LSAT supercedes the GRE. The logic is if you can score decent on the LSAT, you should be fine.

It will be nice to get a Master in Public Policy to compliment with a Master of Law.
