Not all applicants will get a chance to have an interview. I'm not sure exactly how the process go, but i would imagine they want to interview the 'borderline acceptance' students where he/she has good grades but may not have anything else to back up the resume.

no. some schools will send out acceptance without interviewing anyone. i'm assuming they will call people in for interview if you are borderline or you are one of the really top students and they want to invite you in for interview and campus visit.
